City of Bethlehem EMS provides emergency medical treatment to the citizens, workers, and visitors to the City of Bethlehem.
Patients are charged a fee based upon the level of care provided. By providing the EMS crew with your health information at the time of service, EMS is able to bill your health insurance directly for the services.
The City of Bethlehem EMS contracts with St Luke’s Physician’s Billing Group, a third party vendor, in order to provide payments for services rendered. Please see the frequently asked questions below regarding the billing process for EMS.

What are the EMS fees for service?
Fees for service are dictated by City of Bethlehem Ordinance 1120.02 and 1120.03.
What does “Medical Necessity” mean?

Many insurance carriers, including Medicare, require that a patient’s medical condition warrant the use of an ambulance in order to pay the claim. In making this determination, other forms of safe transportation must be excluded.
Additionally, determining Medical Necessity is complex and is uniquely defined by each provider. Bethlehem EMS, in its capacity as the 9-1-1 ambulance provider, is not responsible for situations where an insurance provider determines that an ambulance transport does not meet their Medical Necessity requirements. In such cases, the patient will be billed for the full charge. Bethlehem EMS will never deny care or transport to a patient based on Medical Necessity, Insurance, or their ability to pay.
